Who is Eligible for a Parking Permit for Disabled Persons?

In Bulgaria, individuals with significant disabilities who meet certain criteria are entitled to a parking permit for disabled persons. According to the definition in § 1, item 2 of the Additional Provisions of the Disability Act, "Persons with permanent disabilities" are those with a permanent physical, mental, intellectual, or sensory impairment that, when interacting with their environment, could hinder their full and effective participation in social life, and who have been assessed by medical expertise as having a disability degree of 50% or more. Mobility is part of these activities, and for certain people with permanent disabilities, it may be carried out primarily or exclusively by motor vehicles.

The provision in § 1, item 16 defines this category as "persons with mobility difficulties," who have a permanently established deficiency in posture, mobility, and endurance. Parking in this case should be regarded as an element of mobility with a motor vehicle. According to Article 91 of the Regulations for the Implementation of the Disability Act, preferences are granted to this category of persons with permanent disabilities who have mobility difficulties, for whom parking is vital for achieving the objectives outlined in Article 2 of the Disability Act. There is no equality among different types and degrees of permanent disabilities. For some people with permanent disabilities, moving on their own poses no difficulties; therefore, they require fewer parking preferences than those with mobility issues.

These criteria mainly relate to motor problems or significant loss of functionality that impede a person's mobility. Here are the main conditions:

  1. Individuals with a Reduced Working Capacity of 50% or More
    • You must have a decision from the Territorial Expert Medical Commission (TEMC) or the National Expert Medical Commission (NEMC) stating that you have a reduced working capacity or a disability degree of 50% or more.
  2. Individuals with Musculoskeletal Disabilities
  3. These individuals must have serious difficulties in movement and the ability to move independently over long distances. This can include people with paralysis, amputations, or other conditions that limit mobility.
  4. If you have severe vision problems or are completely blind, you can also qualify for this permit.
  5. Individuals with chronic illnesses or long-term disabilities that significantly limit their physical mobility can also apply for a parking permit.

How to Apply?

  • You need to submit an application to your local municipality, providing:
    • A copy of the decision from the TEMC/NEMC regarding disability.
    • An identification card.
    • A recent photo.
    • Any other documents that the municipality may require.

With this permit, you are entitled to park in specially designated places reserved for persons with disabilities.
